University Confident of Dental Training Boost

The Vice Chancellor of Charles Sturt University, Professor Ian Goulter, has rejected claims that the quality of training at the proposed regional dental school will suffer because it is not linked to a medical school.

The Federal Government has allocated $65 million from the budget to establish a regional dental school at Charles Sturt University in southern New South Wales.

The training facilities will be based in Orange and Wagga Wagga.

The dental school has been promoted as a solution to the growing crisis in dental care in inland New South Wales.

But a dental health care lobby group disagrees.

The Chairman of the Association for the Promotion of Oral Health, Hans Zoellner, says he is concerned about the quality of training because the school is not attached to a medical school.

“I’m unaware of there being a medical school associated with that, and we do feel that it’s very important for dental training to be co-located with a medical school,” he said.

“Because much of dental training is really the same as medical training, and without a medical school you can’t really have a very good dental course.”

Mr Goulter says the Association’s concerns are unfounded.

He says Charles Sturt has the broadest profile of allied health departments of any university in Australia, and the school has been endorsed by the NSW branch of the Australian Dental Association.

“If you come and look at our proposal, what we’re proposing to do, work through the details of it, look at the way we have interacted with other dental programs, you will see that there is the ability in these programs to meet the needs of inland Australia while not compromising dental education,” he said.

“It’s a five year training program. So they’ll get five years to develop all the skills they need to practice as a dentist.”

“We have not cut corners in any aspect whatsoever.”

Huge Rise Aims to Fix Dental Scheme

The Federal Government is set to beef up Medicare cover for some dental treatments after its original scheme flopped despite an estimated 650,000 people being in need of urgent dental care.

The budget is expected to dramatically upgrade Medicare payouts for dental services, with total spending to rise from less than $1 million a year now to a reported $375 million over the next four years.

The new scheme is expected to increase the number of dental services covered from three a year, and possibly also raise the rebate from present level of $77.95 per service.

The existing limited Medicare dental scheme, introduced in 2004, has fallen well short of government forecasts that 23,000 patients would benefit. It has been reported that the budget plan would increase that target to 200,000 over four years.

The modest rebate has meant patients have had to bear heavy gap costs, usually about $70 but in some cases more than $500, where a specialist dentist is required.

The scheme has been limited to patients whose dental problems are worsening other chronic illnesses and who have a referral from their doctor to see a dentist. Poor oral health can aggravate such conditions as heart disease, diabetes and some cancers.

It is unclear whether the Government will loosen these requirements in order to make it easier to qualify for Medicare dental cover.

Dentists have responded unenthusiastically to the Medicare measures, saying they did not provide realistic cover for patients often suffering serious conditions which required more than three sessions of treatment at an out-of-pocket cost beyond the reach of many patients.

According to one unofficial estimate, the rebate would need to be about $250 per treatment session if gap charges were to be removed.

The budget is also expected to provide funding for at least one new dental training school to be established at Charles Sturt University in Orange and possibly a second at Townsville.

The Health Minister, Tony Abbott, has declined to confirm reports of the dental measures in the budget. He has previously criticised an Opposition pledge to re-establish a federal dental scheme, saying public dentistry services were a state responsibility.

Labor’s health spokeswoman, Nicola Roxon, said that if the Government did relent and fund more dental services, it should apologise to the thousands of families who had spent years on waiting lists.
